What it is
Microsoft Edge is built on Chromium and, like Chrome, stores cached web resources outside your profile, in ~/Library/Caches. Each Edge profile has its own cache inside that folder.
Why it gets so big
The cache grows with everything you browse and is kept per profile, so heavy browsing or separate work and personal profiles add up.
Is it safe to delete?
Yes. It only holds copies of website files. Favorites, history, passwords and cookies live in your profile and stay intact; sites simply re-download resources the first time you visit them again. Quit Edge first.
Tip
Edge can clear cached images and files automatically each time you close it, from the option in its Privacy settings for choosing what to clear on close.

Run in Terminal. Deleting cannot be undone, so check the paths first.
